Development prospects
European Union studies reveal that for the last 50 years transports have had
a major contribution to the development of the society.
During this period transports laid at the heart of debates on environmental
protection as the fifth largest polluting factor representing 7 per cent of total
pollution sources.
It became therefore obvious that new policies were required to implement a
sustainable transportation system, that is, a complex system capable of satisfying
the current mobility requirement without adverse effects on the environment and
health in order to make an efficient use of energy and make possible the mobility
requirements of future generations.
Economic(usually by fiscal means)and legislative-administrative measures need
to be taken locally with a view to:
- Encourage the use of non-polluting alternative means of transportation;
- Discourage private car use;
- Encourage public transportation.
The development of Cluj-Napoca City public transportation system will follow
closely the trends currently underway in the European Union:
- Security and comfort;
- Sustainability;
- Accessibility;
- Environmental protection;
- On-route operative management of means of transport;
- Extension of operational area and passage to a regional transport scheme;
- Adaptability;
- Mobility;

The Public Transportation Authority is subordinated to the Cluj-Napoca City Hall.
The main activity of the Authority deals with public transportation inside the municipality.
Cluj-Napoca Public Transportation Authority is a member of the Romanian Public Transportation Union -URTP- which is associated to the
International Union of Public Transportation headquartered in Brussels.
